Remove unneeded COMPLETION_AGGREGATOR_URL (fixed in openedx/edx-platform#30331) Fixed "MAX_FAILED_LOGIN_ATTEMPTS_ALLOWED": 6 Removed unneeded ENABLE_BIG_BLUE_BUTTON and ENABLE_COURSE_LIVE. Both are enabled by default as per openedx/edx-platform#33998 Replaced pkg_resources by importlib_resources

Description
Removed the following flags:
course_live.enable_course_livecourse_live.enable_big_blue_button
